Access Program
We strive to give you as much flexibility as possible. That is why we offer reservations in 15 minute increments. For example, you can reserve a car for a quick 45 minute errand rather than a full hour. Since all hourly driving charges are based on 15 minute increments, you'll only pay for those 45 minutes, plus mileage.

To inspire considerate sharing among members, we have fees for situations that may inconvenience other members. Please consider adding 15 minutes to your reservation so it will be easier to return the car on time. All reservations are billed at 15 minute increments. Please make sure you follow our Member Handbook rules to avoid any fees.

Car wash credit

I find a car dirty and clean it inside and out.

Reimbursement for the wash up to $15.

We thank you for helping us keep the fleet sparkling clean! Be sure to send us your receipt (or a photocopy of it) on a full size sheet of paper with your member ID, the date of the wash and the reservation number written on it.

Gas credit

The gas station that I stop at does not accept the gas card, so I pay out of pocket.

Full reimbursement for the cost of gas.

Please send in your receipt (or a photocopy of it) on a full size sheet of paper with your member ID, the date of the fill up, and the reservation number written on it.

Displacement credit

I show up for my reservation and the car is not there.

$1 — $30 inconvenience credit.

We will reimburse you for costs that may be associated with this situation (taxi fares, reserved time, BART rides, the difference in cost between a City CarShare car and a rental car, etc.).

Returning the Vehicle Late with Notice

City CarShare uses the time between reservations to perform routine maintenance tasks on the vehicle. If you are late we have to reschedule those tasks. Therefore please do your best to get the vehicle back at the end of your reservation. Please note you always pay for the time you have the car and miles you travel.

Over 15 minutes late charge with notification

I am going to be more than 15 minutes late and I checked online or called the phone reservation system to extend my reservation but I was NOT able to successfully extend my reservation. I call City CarShare to let them know I will be late before the end of my reservation.

$30 if over 15 minutes late, up to one hour. $30 for each additional hour. Any fraction of an additional hour counts as one full hour. (example: 1 hour and 20 minutes = 2 hours) There could be additional fees if you displaced another member.

Your lateness has displaced other members, and City CarShare staff has to find other accommodations for those users, which can include paying for a rental car or taxicab rides. Please note you always pay for the time you have the car and miles you travel.

Returning the Vehicle Late without Notice

Late charge with no notification

$25 if you are less than 15 minutes late. $50 after 15 minutes, up to one hour. Each additional hour is $50. Any fraction of an additional hour counts as one full additional hour. Displacement fees may also apply.

Remember, all it takes is a phone call to reduce your late fee. This call qualifies as an emergency if you have already tried to extend your reservation. Please note you always pay for the time you have the car and miles you travel.

Reservation extension

I extend my reservation using the web site or the phone reservation line before my reservation ends.

No fee, but you always pay for the time you reserve.

You can use the phone reservation system, the mobile website, or the website to extend your reservation in under a minute! Never call the emergency line to extend unless you are going to be late and cannot extend via the web or phone

Late modification fee

I cancel or shorten my reservation before it starts.

$5 with less than 5 hours notice. $15 with less than 1 hour notice.

Please cancel your reservation if you do not intend to use it. Someone else may be able to reserve the car for that time.

No-show fee

I do not use the car at all during my reserved time.

Pay for the time reserved PLUS estimated mileage.

You've reserved time with the car so it has been taken out of circulation and other members have not been able to reserve it. Mileage is estimated at a fleet-wide average of miles per reservation hour (6-10 miles / hr).

Early Pickup Fee

I start driving my reserved vehicle before the start of my reservation.

$25. $50 if more than 15 minutes early, up to one hour and each subsequent hour. Displacement fees apply.

You cannot enter a vehicle for which you do not have a reservation. That vehicle may be reserved by another member or reserved for maintenance. Please note you always pay for the time you have the car and miles you travel.

Downgrading your plan

Changing your member plan to a lower value plan (such as SharePlus to ShareLocal)

Switching plans requires staff time from member services and accounting to make alterations to your account.

Less than half tank penalty

I bring the car back with less than half of a tank of gas.

$25 fee

City CarShare pays for gas but we ask that you leave the car with at least half a tank. Even if you arrive to a car with less than ½ a tank of gas, you need to fill it. Please call the main office if you get in the car and find a less than half full gas tank so we can assign a fee to the member who last drove the car. This does not qualify as an emergency.

Citation / moving violation research and handling fee

I get a ticket (parking or otherwise) and fail to pay it before City CarShare is made aware of it. City CarShare will re-assign it to me, and the agency will expect payment from me.

$25 for the research and reassignment fee for each notice received.

City CarShare does not have special parking privileges, carpool/HOV exemption or FasTrak transponders. All fees and tolls are your responsibility.

No fob-out fee

I do not use my key fob to secure the car whenever I exit it during my reservation and at the end of my reservation.

$50 — $75 fee

If you do not fob out, the car could easily be stolen because the ignition key is in the car. This is a huge risk. Never use the manual locks upon exiting—always use your fob. Tip: check to make sure you fobbed out by pulling up on the door handles. If the car is locked, you’re good to go.

Dirty fee

I pick up a clean car and bring it back dirty or with litter in it.  

$30 fee + fees to clean vehicle

If you find the car dirty beyond normal wear and tear please call the main office to report it so we can track down the previous driver. This does not qualify as an emergency. You may leave a message if you call after hours.

Smoking fee

Smoking is never allowed in City CarShare vehicles. There is an additional fee for removing smoke odors

$50 fee + fees to clean vehicle

If you find the car smelling of smoke or cigarette butts left behind, please call the main office to report it so we can track down the previous driver. This does not qualify as an emergency. You may leave a message if you call after hours.

Dirty pet fee

I brought my pet with me but I did not put my pet in a locked pet carrier. Pets are allowed as long as they are in carriers.  (Service animals are excluded from this restriction.)

$50 fee + fees to clean vehicle

If you find the car dirty with pet hair or strange odors, please call the main office to report it so we can track down the previous driver. This does not qualify as an emergency. You may leave a message if you call after hours.

General fee

I do something to inconvenience another member (intentional or not) and/or require City CarShare staff to remedy the situation.

$20 — $1000 depending upon inconvenience to other members  and/or staff time to rectify any issues caused by you plus direct costs, if any.

Situations in which this fee may be invoked include, but are not limited to leaving the keys in the ignition and draining the battery, locking a fob in the car, continuing to drive a damaged car or one with a flat; taking the wrong car; abandoning a damaged or disabled car without getting permission from City CarShare Emergency personnel.

Fob replacement

I lose my fob or it is stolen.

$25 flat fee.

Please report it immediately. You are responsible for any and all misuse / abuse as the result of lost / stolen fob. You can pick up a new fob in the office or we can mail a new fob to you.

Plug-In Smartcard replacement

I lose the Smartcard that is used to access the Plug-in charging station.

$25 flat fee.

Without the Smartcard, members cannot access the charging station to recharge the car. If the car is plugged in and the Smartcard is missing, members can't unplug the car which means the car cannot be driven.

Plug-In cord replacement

I lose the cord that is used to connect the Plug-in into the charging station.

$25-$100

Without the plug, members cannot recharge the car.

AccessMobile wheelchair tie-down replacement

I lose an AccessMobile wheelchair tie-down.

$50-$100 per tie-down

Without the AccessMobile tie-downs, members cannot properly and safely secure wheelchairs inside the vehicle.

Non-emergency call to the ER line fee.

I call the emergency line with anything but a designated qualified emergency.
Qualified Emergencies are:

  1. Arrive at reservation time and place but  my reserved car is not there.
  2. Reserved car does not start/ I cannot operate it.
  3. I am in an accident –or significant damage occurs during my reservation
  4. I am running late and I try to extend my reservation via the on-line or automated phone, but cannot.
  5. I try to return  the car to its pod location or I try to pick it up from its pod location but it is blocked or inaccessible.
$5 flat fee per call may apply

The emergency line is for immediate needs. You should call our office number for non-urgent needs, such as a billing question, reporting a dirty car or low gas tank levels. If you are calling after hours please leave a message. Always mention your member ID and the VIN number of the car with your message.
